  PORTAL SOFTWARE AND OPENWAVE TEAM TO ENABLE ENHANCED BILLING FOR WIRELESS SERVICES
  

  Infranet and UP.Link Server Optimized to Provide a Powerful Platform for Wireless Billing
 
CUPERTINO and REDWOOD CITY, Calif. - December 5, 2000 -- Portal Software, Inc. (Nasdaq: PRSF), a leading provider of business infrastructure software for Internet, wireless and next-generation communications services, and Openwave Systems Inc. (Nasdaq: OPWV), the combination of Phone.com and Software.com, today announced that the companies have entered into an agreement to bring billing functionality to the rapidly growing wireless Internet. The companies have collaborated to optimize their respective technologies in order to make it possible for carriers to quickly come to market with integrated enhanced billing services.

As part of the agreement, the companies plan to bridge Infranet®, Portal's customer management and billing platform, with the Openwave™ UP.Link™ Server offering to enable them to collectively provide wireless carriers with a comprehensive customer management and billing infrastructure. The new infrastructure will enable the rapid creation, deployment, pricing, and billing of emerging, next-generation wireless services.

Through the combination of Portal Software's Infranet billing solution and the Openwave UP.Link Server platform, the companies will be able to support network operators in a variety of innovative pricing plans. In addition, Infranet provides flexible real-time billing and pricing capabilities, allowing providers to benefit from multiple business models such as value-based pricing of content and services including WAP-based content services, next generation multi-media services and customer self-care. Aggregated usage data tracked through Infranet can be further utilized to help operators determine optimal pricing strategies based on market conditions or subscriber preferences. Utilizing the capabilities of Infranet and Openwave's UP. Link server, mobile operators will be able to provide usage and balance information to subscribers in real time. This real-time operation will equip operators with the ability to offer prepaid wireless Internet services and adapt their pricing models for market services to subscribers more effectively.
